반갑습니다. ^_^

우선 국제적인 학위를 가진 공무원들이 많아야 한국이 외교에 강해집니다.

님의 글만 봐도 학식을 즐감하시는 분이라고 느껴집니다. 이미 공무원 경력까지 있으시니…

수익챙기는 방법을 가르치는 MBA하고 거리가 좀 있으신것 같습니다.

그래서 이제부터 일방적으로 님께서 왜 Lee Kwan Yew School of Public Policy 에서 Master of Public Policy 를 해야 하는지 설명을 드리겠습니다.

MBA는 대기업에서 경영권 경력이 없어도 2~3년 근무하면 입학이 가능하며 학비내고 출석만 잘하면 졸업할수 있습니다. 물론 입학이 쉽다는 소리는 아닙니다. 세계 최고급 MBA는 세상에서 가장 들어가기 어려운 대학원이라는 얘기도 있습니다. 예를 들면 Wharton School of Business에서 MBA 를 취득하려면 미국 톱20 대학교에서 수석으로 졸업한, 그리고 Fortune 500에 끼는 대기업에서 경력 3년정도 있어야 입학을 고려합니다. 그 MBA 졸업생은 평균 첫 월급이 천오백만원 정도 합니다 (Source: U Penn 2009 Career Report- Wharton MBA graduate Full-Time Compensation Summary) .

그러나

님께서 가진 Background는 MBA보다 MPP가 더 유리한 조건을 설명드리자면

1. MBA는 accessibility가 중요해서 입학 조건이 항상 조절됩니다. 다시 말하자면 온갖 background에서 온다는거지요.  반면 MPP는 세계 고위 공무원 2세들이 많이 모입니다. 어느쪽과 친구하는게 더 쉬울까요? 제 생각도 님과 같습니다. 

2.MPP 입학가능성은 TOEFL도 좋고 국내최고 학사에 이미 공무원이시니까 GRE성적만 맞추면 제가 봐선 들어갈 확률이 매우 높다고 봅니다. 그래도 NUS 전체가 입학에선 까다롭기 악명높으니 신청해봐야 알것 같습니다.

3. MPP를 졸업해서 용도가... 솔찍히 말하자면 이미 공무원이 아닌 일반사람은 거의 사용불가능한 학위입니다. 예를 들자면 어떤 한국인이 서울대를 졸업하고 바로 MPP를 다녀서 졸업해봤자 한국 돌아가서 공무원 시험을 치지 않고서는 공무원이 될수가 없습니다. 그 준비과정은… 그 학력에 그 나이엔 high-risk 도박 입니다. 다시 말하자면 이미 공무원이신 님은 상당한 advantage가 있습니다. 같은 서울대를 졸업해도 MPP를 졸업해도 5급 공무원 시험을 급하게 쳐서합격해도 님은 이미 몆년이나  앞서가 있겠지요.

4. 한국정부에겐 그리고 공무원들에겐 미안한 말이지만 한국은 장관급 공무원도 국제적 학력이 많이 미달입니다. 못사는 인도네시아도 장관급은 세계적 인재들입니다. 인도네시아 전 재무부 장관 (Dr Sri Mulyani Indrawati) 은 미국에서 박사를 졸업하였으며 미국 조지아대 공공정책 학과 초빙 교수로 근무할 정도로 국제적으로 인정받는 분입니다. 그분 지금은 월드뱅크 대표이사입니다.

님께서 LKY MPP를 졸업하면 미국 콜롬비아대 공공정핵 석사 학위이기도 하니 한국에 돌아가시면 인정도는 걱정하실 필요 없습니다. 3급 공무원도 쉽게 될겁니다. 한국 정치가 좀더 투명해지는 날이 오면 (오겠지요… 설마 안오겠나요) 나라의 장관이 될 학력 조건을 갖추고 있다 해도 과언이 아닙니다. 

이 글을 쓰다 보니 서울대에서 NUS로 교환학생 온 친구들이 많이 생각나군요… 

그중에 한명 Lee Kwan Yew School of Public Policy 에서 Master of Public Policy 를 졸업한 친구가 있습니다. 싱가폴에서 1년 Columbia 에서 1년 하고 졸업했던걸로 기억하는데 풀 장학금으로 다녔으며 졸업후 3년 근무 그런 조건이 없었습니다. 졸업하고 바로 한국으로 돌아갔습니다. 싱가폴엔 그 후론 놀러만 왔구요. 물론  5년전 일이라 지금은 외국인에게 얼마나 쉽게 주는지는 직접 알아보시는게 가장 좋을겁니다. 제가 알기로선 지금도 입학한 학생들의 약 50%가 풀 장학금입니다.

입학준비를 지금부터 시작하시는게 좋겠습니다. 간추려 드리겠습니다. 내년 2월까지 입학 접수해야 하며 큰것들을 잡자면

1. GRE 쳐야합니다.

2. TOEFL은 그정도면 충분합니다. 입학은 85 이상이면 되니 GRE에 열중하는게 좋겠습니다. NUS는 TOEFL를 입학 최소 점수만 지키면 그 이상으로 받아온다고 더 중요하게 보지 않습니다.

3. 영문 추천서를 써줄수 있는 상사나 직장동료 세분을 찾으세요. 직책이 높은분이면 입학 가능성이 높아집니다.

4. 500 word 에세이 3개 적어야 합니다 (Topic 은 이미 정해져 있음 아래 참조)

Application Fee

The application fee for online applications is S$20.00 or US$15.00 per application (inclusive of prevailing GST). Please attach a bank draft (drawn on a bank in Singapore) for the appropriate amount made payable to “NATIONAL UNIVERSITY OF SINGAPORE”. Please submit the “APPLICATION FEE FORM” available online together with your application. (For applicants residing in Singapore, local cheques will be accepted.) Payment by telegraphic transfer will not be accepted. Applicants who send cash do so at their own risk.

Official Transcripts and Certificates

Official transcripts of academic work and degrees/diplomas/certificates from each college or university you have attended must be submitted directly to the Lee Kuan Yew School of Public Policy from your college or university registrar. Present the “TRANSCRIPT REQUEST FORM” available online to your college or university registrar. If your institution does not provide official transcripts, please provide a certified copy of your credentials and a list of courses taken and the grades/marks received. These documents should be signed by an official of the institution and mailed directly to the Lee Kuan Yew School of Public Policy in an envelope that is signed across the sealed flap. If the credentials are not in English, they must be accompanied by English translations that have been notarised.

Standardised Test Scores

Test scores for the TOEFL (Test of English as a Foreign Language) or IELTS (International English Language Testing System) must be submitted for all international applicants except those whose undergraduate or graduate degrees are from English-medium institutions in Australia, Canada, Ireland, New Zealand, Singapore, the United Kingdom or the United States. While the Admissions Committee does not set minimum scores for admissibility, experience suggests that successful applicants usually achieve or exceed the following scores:

580 on the TOEFL paper-based test

237 on the TOEFL computer-based test

85 on the TOEFL internet-based test

6.5 on the IELTS test

Scores for the TOEFL and IELTS are valid for two years. Please note that the tests are conducted only at specific times. It takes about 4 months from the date of registration for the test, for the score to be finally received by an institution. You should allow sufficient time for the School to receive the results. When registering for the TOEFL, please use institution code 3720 for the Lee Kuan Yew School of Public Policy and subject code 94 for Public Administration / Policy. There is no need for institution or subject codes for the IELTS. Official copies of the test scores must be sent directly to the School. If you know your scores, please enter them on the application form. You may also include a photocopy of your score report. However, final admissions decisions are contingent upon the receipt of the official score report by the School. Applicants are encouraged to take the GRE and submit their scores.

Curriculum Vitae/Resume

Please give us a curriculum vitae (CV) listing your academic, professional, and personal achievements, including significant appointments that you have held. For each appointment, indicate the organisation, the period (include month and year) during which you held the appointment, your major responsibilities, your starting- and ending-salary and the name and title of your supervisor. Please explain any gaps in your employment history. Please also tell us about your hobbies and interests.

Essays

Please limit your essays to 500 words each. Type your name and the programme you are applying for in the upper right-hand corner of each page and clearly mark each essay “Essay #__”.

Essay 1: Describe your contribution to a project which was successful and to another which was unsuccessful. What did you learn about management, implementation problems and yourself from these experiences?

Essay 2: What competencies do you expect to gain from studying at the Lee Kuan Yew School of Public Policy? How do you see the MPP as contributing to your career?

Essay 3: If admitted, what do you expect to contribute to the classroom learning experience at the Lee Kuan Yew School of Public Policy?

References

You must provide 3 references in English from individuals who know you and your work. It is important that you select referees who are able to comment on your abilities in the professional setting. All references must be submitted on the “REFERENCE FORM” available online. If additional pages are required, contents must be typed on the referees’ organisations’ letterheads, and signed by the referees.
